The most common error on this tariff line is assuming the azo-dye exemption applies universally because a shipment originates from a major textile-exporting country. The exemption is confined to the nine named jurisdictions; an importer sourcing from China, Bangladesh, Vietnam, or any other origin outside that list who presents no PSIC faces consignment detention at the port and ground rent accumulation pending either submission of a compliant test report or re-export.
