The most common error on this tariff line is assuming that the azo-dye testing exemption applies universally because the consignment originates from a major textile-exporting country. The exemption is confined to the nine listed jurisdictions only; imports from all other origins — including large textile exporters not on the exempt list — require a PSIC from an accredited laboratory of the exporting country before out-of-charge clearance can be granted.
