Printed woven fabrics of synthetic filament yarn
HSN 5407 84 90 (printed woven fabrics of synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming that the azo-dye exemption for the nine listed origins eliminates the PSIC requirement entirely. The exemption covers azo-dye testing only; a PSIC or equivalent test report addressing all other prohibited hazardous dyes is still required regardless of origin. Consignments arriving without any PSIC are liable to detention and demurrage pending production of a compliant certificate.
