HSN 5407 84 70 (Polyester sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country — or a valid test report from the Textile Committee or CSRTI — certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the PSIC requirement covers only the azo-dye parameter, when in fact the certificate must confirm absence of all prohibited hazardous dyes as specified under General Note 10. A test report that addresses azo dyes alone but is silent on the broader prohibited-dye list will be treated as non-compliant at the bill of entry, risking consignment detention and demurrage pending a fresh certificate from the origin laboratory.
