The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to any established trading partner. The exemption is country-specific and closed-list: only the nine named countries qualify, and no administrative discretion exists to extend it. Consignments from non-listed origins arriving without a PSIC or a valid TC/CSRTI test report are liable to detention at the port of import pending compliance.
