Terylene and dacron sarees
Printed terylene and dacron sarees of synthetic filament yarn
HSN 5407 84 50 (Terylene and dacron sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory in the exporting country or carry a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration to DGFT
- 1Procure a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins except those exempted.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing; all other origins must submit the PSIC or TC/CSRTI test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing dispenses with all PSIC obligations. The exemption applies to azo-dye testing only; a consignment from an exempt country may still require a test report covering other prohibited hazardous dye parameters under General Note 10. Consignments arriving without the requisite documentation are liable to detention at the port of entry pending production of a compliant PSIC or TC/CSRTI test report.
