Compliance steps
  1. 1

  2. 2
Confirm whether the country of origin qualifies for the azo-dye-testing exemption. The exemption covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; consignments from all other origins must carry a PSIC or valid lab test report or face detention at the port of import.

A word of counsel

The single most common error on this tariff line is assuming that sourcing from a major textile-exporting country automatically triggers the azo-dye exemption. Countries such as China, Bangladesh, Vietnam and Indonesia are not on the exempted list; consignments from these origins arriving without a valid PSIC or TC/CSRTI test report are detained at the port, accruing demurrage and ground rent until compliant documentation is produced or the consignment is re-exported.

Frequently asked
Does HSN 5407 84 30 require BIS certification?
No, printed polyester shirtings are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 covering the absence of prohibited hazardous azo dyes.
Is the PSIC required if the fabric is imported from the European Union?
No. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing under General Note 10 of the ITC (HS) policy per DGFT Public Notice 14/2023 dated 14-06-2023; however, documentation confirming the country of origin must be presented at the bill of entry.
Can a test report from a domestic Indian laboratory substitute for the PSIC at the bill of entry?
Only a test report from a Textile Committee or CSRTI laboratory is specifically recognised as an alternative to the PSIC from an accredited lab of the exporting country; reports from other domestic laboratories are not prescribed substitutes under General Note 10 and DGFT Public Notice 14/2023.
