The most common error on this tariff line is assuming that the azo-dye testing exemption is a blanket textile exemption rather than a country-specific carve-out. Importers shipping lungies from non-exempt origins without a PSIC face consignment detention at the port of entry pending laboratory clearance, accruing demurrage and ground rent. The test report must be from an accredited laboratory of the exporting country or from the Textile Committee or CSRTI — a generic supplier-issued declaration does not satisfy the requirement.
