The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket waiver of the Pre-Shipment Inspection Certificate requirement. The exemption applies to azo-dye testing alone; a PSIC certifying the absence of all other prohibited hazardous dyes is still required regardless of origin. Consignments arriving without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import pending documentary rectification.
