The most common error on this tariff line is misreading the country-of-origin exemption as a blanket waiver of the PSIC requirement. The azo-dye testing exemption for the nine listed countries covers that specific test parameter only — the PSIC covering other prohibited hazardous dyes and quality parameters remains mandatory regardless of origin. Presenting a certificate that omits non-azo hazardous dye parameters will result in consignment detention pending a compliant test report.
