The most common error on this tariff line is assuming that a test report from the exporter's in-house quality department satisfies the PSIC requirement. General Note 10 mandates a certificate from an accredited laboratory of the exporting country or a valid Textile Committee or CSRTI report; an internal quality document does not meet this threshold and will result in consignment detention. The azo-dye testing exemption is country-of-origin specific, not supplier specific — even a supplier in an exempt country must source the fabric from that exempt origin for the carve-out to apply.
