This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption extends to any country with a free-trade or preferential agreement with India — it does not. The exempt list is closed: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Consignments from non-listed origins arriving without a valid azo-dye test report are detained at the port of import pending testing, accruing demurrage and ground rent.

Frequently asked
Does HSN 5407 81 25 require BIS certification?
No, woven synthetic filament sarees are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally the azo-dye pre-shipment inspection requirement under General Note 10 of that policy.
Which countries are exempt from azo-dye testing for this tariff line?
Per DGFT Public Notice 14/2023 dated 14 June 2023, testing is exempted for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; all other origins must furnish a Pre-Shipment Inspection Certificate.
Does the azo-dye exemption remove all pre-shipment inspection requirements for exempt-country shipments?
The exemption covers azo-dye testing specifically; other textile inspection and labelling requirements under the ITC (HS) policy continue to apply, and country-of-origin documentation must be presented to support the exemption claim at the bill of entry.
