HSN 5407 81 25 (Terylene and dacron sarees) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement for the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempt-country list must provide azo-dye test certification from an accredited laboratory per DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming the azo-dye exemption extends to any country with a free-trade or preferential agreement with India — it does not. The exempt list is closed: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Consignments from non-listed origins arriving without a valid azo-dye test report are detained at the port of import pending testing, accruing demurrage and ground rent.
