The most common error on this tariff line is assuming the azo-dye exemption applies universally because the origin is a developed-market supplier. The exemption covers only the nine listed countries; imports from any other origin — including countries otherwise regarded as textile-quality benchmarks — require a full Pre-Shipment Inspection Certificate from an accredited laboratory before shipment. Presenting a post-arrival test report in lieu of a pre-shipment certificate does not satisfy the General Note 10 condition and will result in consignment detention.
