Polyester shirtings
Unbleached or bleached polyester shirting fabrics
HSN 5407 81 23 (Polyester shirtings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering azo-dye absence under General Note 10 of the ITC (HS) policy. A country-of-origin-based exemption from azo-dye testing applies for imports from specified countries only.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes. This requirement applies to all origins except those specifically exempted under General Note 10 of the ITC (HS) policy.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only are exempt from azo-dye testing; all other origins must furnish a test certificate at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally. The exemption is strictly country-specific — confined to the nine listed origins — and consignments from any other country arriving without a valid test certificate are detained at the port of import, attracting demurrage and ground rent until documentation is furnished or the consignment is re-exported.
