Nylon sarees

HSN 5407 81 22 (Nylon sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from specified countries are exempt from azo-dye testing, but the PSIC requirement for other parameters remains in force regardless of origin.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except the exempted countries listed under General Note 10 of the ITC (HS) policy.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing exemption applies; document the origin clearly on the bill of entry to claim the exemption. Imports from all other origins must present the PSIC before customs out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption for nine listed countries covers the entire PSIC obligation. The exemption is confined to azo-dye testing only; a consignment from an exempt origin still requires a Pre-Shipment Inspection Certificate addressing other composition and quality parameters under General Note 10. Presenting only a country-of-origin certificate without a PSIC will result in consignment detention at the port of import.
