Unbleached or bleached nylon georgette woven fabric
HSN 5407 81 21 (Nylon georgette) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement applies to all origins except nine designated countries.

The most common error on this tariff line is assuming that because the fabric is unbleached or bleached — and thus apparently less processed — the azo-dye certification requirement does not apply. The General Note 10 obligation attaches to the textile article regardless of dyeing stage, and an absence of the PSIC for non-exempt origins results in consignment detention at the port of import until the certificate is produced.
