A word of counsel

The most frequent error on this tariff line is assuming that the azo-dye exemption extends to all origins once the exporting country is a major trading partner. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any other origin, including free-trade-agreement partners not on that list, require a Pre-Shipment Inspection Certificate. Presenting a commercial test report from an unaccredited laboratory in lieu of a PSIC from an accredited facility will not satisfy the General Note 10 requirement.
