Unbleached or bleached woven fabrics of synthetic filament yarn
HSN 5407 81 19 (woven fabrics of synthetic filament yarn, unbleached or bleached) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10. Imports from countries outside a defined exempt-origin list require laboratory testing before shipment.

The most frequent error on this tariff line is assuming that the azo-dye exemption extends to all origins once the exporting country is a major trading partner. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any other origin, including free-trade-agreement partners not on that list, require a Pre-Shipment Inspection Certificate. Presenting a commercial test report from an unaccredited laboratory in lieu of a PSIC from an accredited facility will not satisfy the General Note 10 requirement.
