HSN 5407 81 15 (Terylene and dacron sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a textile-testing overlay requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes. The most common error on this tariff line is assuming the azo-dye testing exemption is broader than it is: the named nine origins are an exhaustive list, and a PSIC from a non-accredited or non-notified laboratory is treated as non-compliant even when the origin country is otherwise a close trading partner. Consignments arriving without a valid PSIC from non-exempt origins face detention at port pending documentary regularisation, which cannot be remedied after vessel arrival.
