Azo-dye testing is exempted only for imports from specified countries per DGFT Public Notice 14/2023 dated 14-06-2023.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous azo dyes before dispatch. This requirement applies to all origins except the exempted countries listed under General Note 10 of the ITC (HS) policy.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from a non-exempt country, upload the azo-dye test report from an accredited laboratory at the bill of entry stage. Consignments from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption is a blanket clearance from all Pre-Shipment Inspection Certificate requirements. The exemption applies solely to azo-dye testing for the nine listed countries; other PSIC parameters — fibre composition, labelling compliance — remain mandatory regardless of origin. Treating an exempted origin as exempt from the PSIC entirely risks consignment detention at the port of import pending documentary compliance.
