The most common error on this tariff line is assuming that a commercial relationship with an EU or other exempt-origin supplier extends the azo-dye exemption to goods transshipped through or re-invoiced from a non-exempt third country. The exemption attaches to the country of origin declared on the bill of entry, not the country of export or the invoicing jurisdiction; a mismatch between declared origin and the laboratory certificate results in consignment detention and potential re-export.
