Woven fabrics of nontextured polyester filaments, 85% or more
HSN 5407 61 90 (woven fabrics containing 85% or more by weight of nontextured polyester filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that a test report obtained from a domestic laboratory after arrival substitutes for the pre-shipment certification. General Note 10 mandates pre-shipment inspection from an accredited laboratory of the exporting country or a valid TC/CSRTI report; post-arrival testing does not satisfy this requirement, and a consignment arriving without the PSIC is liable to detention at the port of import pending regularisation.
