Polyester suitings
Woven polyester suiting fabrics, nontextured filament
HSN 5407 61 20 (Polyester suitings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes. This obligation arises under General Note 10 of the ITC (HS) Import Policy, with DGFT Public Notice 14/2023 dated 14-06-2023 governing the applicable testing and exemption framework.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before shipment.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Note that azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Consignments from all other origins must carry the PSIC or accredited test report; absence of the document at the bill-of-entry stage will result in consignment detention.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming that the azo-dye exemption for named countries eliminates the PSIC requirement entirely. The exemption covers azo-dye testing only; a test report or PSIC confirming compliance with all other prohibited hazardous dye parameters remains required for every origin, including the nine exempt countries. Filing a bill of entry without this documentation exposes the consignment to detention and demurrage while a post-arrival test is arranged.
