DGFT CLEARANCE

HSN 5407 61 10 (Polyester shirtings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

  2. 2
Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Imports from the nine exempt origins must still carry documentation establishing the country of origin; the azo-dye testing exemption applies to those origins only and does not waive other PSIC parameters.

A word of counsel

The most common error on this tariff line is assuming that origin-based azo-dye exemption (available for EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom) dispenses with the PSIC requirement altogether. The exemption is confined to the azo-dye test parameter only; other hazardous-dye parameters and the General Note 10 PSIC obligation remain in force regardless of origin. Presenting a test report that omits non-azo prohibited dyes will draw a deficiency notice at the port of import.

Frequently asked
Does HSN 5407 61 10 require BIS certification?
No, polyester shirting fabrics fall outside the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the General Note 10 Pre-Shipment Inspection Certificate requirement for hazardous-dye absence.
Which laboratories are accepted for the PSIC under DGFT Public Notice 14/2023?
The PSIC must be issued by an accredited laboratory of the exporting country; alternatively, a valid test report from the Textile Committee or CSRTI is accepted, per General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye testing exemption apply to all parameters on the PSIC?
No. The exemption from azo-dye testing for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom covers that specific test only; PSIC certification covering other prohibited hazardous dyes remains mandatory for those origins.
