Printed woven fabrics of synthetic filament yarn
HSN 5407 54 90 (printed woven fabrics of synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers must furnish a PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, as a condition of customs clearance.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This document must be available at the bill of entry stage for customs verification.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the country of export is not one of the azo-dye-testing-exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom — the PSIC covering azo-dye absence is mandatory and cannot be waived. Consignments from all other origins without a compliant PSIC are liable to detention at the port of import.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries covers all dye-related documentation. The PSIC requirement under General Note 10 encompasses hazardous dyes beyond azo dyes; the exemption applies only to azo-dye testing, not to the PSIC obligation as a whole. Consignments from exempt origins that arrive without any PSIC remain liable to customs query and potential detention pending submission of acceptable documentation.
