Azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins must carry the PSIC or valid test report or face detention at the customs station.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption is origin-agnostic. The exemption is a closed list — nine jurisdictions only. Polyester sarees sourced from Bangladesh, China, Vietnam, or any origin outside the nine named countries require the PSIC regardless of the importer's view of the supplier's dye practices; consignments arriving without it are detained and may be directed for re-export if the deficiency cannot be remedied at the port.
