Terylene and dacron sarees
Printed terylene and dacron sarees of synthetic filament yarn
HSN 5407 54 10 (Terylene and dacron sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes. The requirement is grounded in General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous dyes. This document must accompany the bill of entry at the time of import.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the origin country qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for all other prohibited dye parameters remains mandatory regardless of origin.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is treating the azo-dye exemption for listed countries as a blanket waiver of the PSIC requirement. The exemption covers azo-dye testing alone; testing for all other prohibited hazardous dyes remains mandatory for every origin including the nine exempt countries. A consignment arriving without a PSIC or a TC/CSRTI test report — even from an exempt origin — is liable to detention at the port of import pending production of the correct documentation.
