HSN 5407 52 90 (Other dyed woven fabrics of synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming that the azo-dye testing exemption available for specified country origins eliminates the Pre-Shipment Inspection Certificate requirement entirely. The exemption is narrowly confined to azo-dye testing only; all other PSIC parameters — fibre composition, prohibited substances beyond azo dyes — remain mandatory regardless of origin. A consignment arriving without a PSIC will be detained pending documentary compliance, accruing demurrage and ground rent.
