The most common error on this tariff line is assuming that the azo-dye testing exemption available for specified country origins eliminates the Pre-Shipment Inspection Certificate requirement entirely. The exemption is narrowly confined to azo-dye testing only; all other PSIC parameters — fibre composition, prohibited substances beyond azo dyes — remain mandatory regardless of origin. A consignment arriving without a PSIC will be detained pending documentary compliance, accruing demurrage and ground rent.
