HSN 5407 52 40 (Polyester sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside a notified group of nine exempted origins must be accompanied by a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that the azo-dye testing exemption for nine listed countries eliminates the PSIC requirement entirely. The exemption covers only the azo-dye component of the test; a PSIC or valid test report addressing other prohibited hazardous dyes and compositional parameters remains mandatory for all origins, including those nine countries. A consignment arriving without any PSIC documentation — regardless of origin — is liable to detention pending compliance.
