Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Silk and Rayon Technical Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. Upload the PSIC at the bill of entry stage in e-Sanchit before out-of-charge.

  2. 2
If the country of origin is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted. Document the country of origin clearly on the bill of entry to invoke the exemption; compliance with all other applicable ITC (HS) policy conditions for Chapter 54 remains mandatory.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC exemption covers the full import clearance. The exemption is strictly origin-specific — covering nine named countries only — and applies solely to azo-dye testing; a PSIC or equivalent test report for other prohibited hazardous dyes and general textile quality parameters remains required regardless of origin. A consignment arriving without the requisite PSIC from a non-exempt origin is liable to detention pending test-report submission.

Frequently asked
Does HSN 5407 52 30 require BIS certification?
No, dyed terylene and dacron sarees are not covered by any BIS Quality Control Order. Import compliance is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally the azo-dye Pre-Shipment Inspection Certificate requirement under General Note 10.
Which accreditation is required for the PSIC laboratory issuing the azo-dye test report?
The PSIC must be issued by an accredited laboratory of the exporting country, or alternatively a valid test report from a Textile Committee or CSRTI laboratory is accepted, per General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye exemption for named countries remove all PSIC obligations?
No. The exemption under General Note 10 covers azo-dye testing only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; PSIC requirements for other prohibited hazardous dyes and textile parameters continue to apply even for these exempt origins.
