The most frequent error on this tariff line is assuming that the azo-dye testing exemption extends to any country with robust textile-safety standards — it does not. The exemption is an exhaustive list of nine jurisdictions; a consignment from any country outside that list, including major textile exporters such as China, Bangladesh, or Vietnam, requires a full PSIC regardless of the supplier's own quality certifications. Presenting only a supplier's internal test report in lieu of an accredited-laboratory PSIC will trigger consignment detention at the port of import.
