Compliance steps
  1. 1

  2. 2
Confirm whether the exporting country qualifies for the azo-dye testing exemption. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only are exempt from azo-dye testing; all other origins require a valid PSIC or TC/CSRTI test report at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to origins not listed in General Note 10. The exemption is restricted to nine named countries and jurisdictions; imports from any other country without a valid PSIC or TC/CSRTI test report will face detention at the port of entry and cannot be regularised after the fact by producing a retrospective test report.

Frequently asked
Does HSN 5407 52 10 require BIS certification?
No, dyed polyester shirting fabrics are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, principally through the PSIC and azo-dye testing requirement under General Note 10.
Which countries are exempt from the azo-dye PSIC requirement for this tariff line?
Only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing per DGFT Public Notice 14/2023 dated 14-06-2023; a PSIC or valid TC/CSRTI test report remains mandatory for all other origins.
Can a test report from a domestic laboratory substitute for the PSIC at the bill of entry?
No. General Note 10 of the ITC (HS) Import Policy requires the PSIC from an accredited laboratory in the exporting country or a valid test report from a Textile Committee or CSRTI laboratory; a post-import domestic test does not satisfy the pre-shipment certification requirement.
