HSN 5407 51 29 (unbleached or bleached woven fabrics of synthetic filament yarn, residual category) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates Pre-Shipment Inspection Certificate testing for the absence of prohibited azo dyes under General Note 10. The azo-dye testing requirement is waived only for imports originating from nine specified countries.

The most common error on this tariff line is assuming that a free-trade-agreement or preferential-origin certificate substitutes for the azo-dye PSIC. Origin documentation governs duty concessions; the azo-dye test requirement under General Note 10 is an independent import-policy condition and applies regardless of any preferential-duty benefit claimed. Importers sourcing from countries outside the nine exempt origins who arrive without a valid PSIC face consignment detention and demurrage pending re-testing or re-export.
