HSN 5407 51 19 (Unbleached or bleached woven fabrics of synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 of the ITC (HS) policy. Imports of textile articles from origins outside the named exempt countries must be accompanied by testing documentation from an accredited laboratory of the exporting country.

The most common error on this tariff line is assuming that the azo-dye testing exemption covers all developed-country origins or all bilateral trade partners. The exempt list is closed — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only — and a consignment from any country outside that list arriving without a valid PSIC is liable to detention at port pending remediation or re-export.
