Printed woven fabrics of synthetic filament yarn
HSN 5407 44 90 (printed woven fabrics of synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. This document must be available at the bill-of-entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the country of origin: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only. All other origins must furnish the PSIC or valid test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all import parameters or to all document requirements. The exemption is strictly limited to the azo-dye test for the nine listed countries; compliance documentation covering other prohibited hazardous dyes and the PSIC for composition remains mandatory regardless of country of origin. Consignments arriving without valid PSIC documentation are liable to detention pending re-examination or re-export.
