HSN 5407 44 30 (Nylon taffeta) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from all origins except the nine named exempt countries must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming that the azo-dye PSIC exemption extends beyond the nine specifically named countries. Imports from any origin not explicitly listed — including countries that are otherwise major textile exporters — remain subject to the full PSIC requirement, and the absence of a valid certificate at the bill of entry results in consignment detention and accruing demurrage. Confirm the country of origin against the named exempt list before placing the purchase order.
