The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins simply because the exporting country has comparable textile-safety standards. The exemption list is closed and country-specific; a consignment from, for example, Bangladesh or China — however reputable the supplier — requires a PSIC from an accredited laboratory regardless of perceived equivalence, and no post-arrival rectification substitutes for a missing pre-shipment certificate.
