The most common error on this tariff line is assuming the azo-dye exemption for the nine listed countries dispenses with the PSIC requirement altogether. The exemption applies only to azo-dye testing; a Pre-Shipment Inspection Certificate covering other prohibited hazardous dye parameters may still be required under General Note 10, and consignments arriving without any PSIC documentation from non-exempted origins are liable to detention and refusal of out-of-charge at the port of import.
