Dyed nylon sarees of synthetic filament yarn
HSN 5407 42 40 (Nylon sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing extends to goods merely transshipped through an exempt country. The exemption applies only to goods originating in the listed countries; nylon sarees routed through, say, a European hub but manufactured in a non-exempt origin must carry a PSIC from an accredited laboratory. Filing a bill of entry without the required PSIC or test report results in consignment detention pending document production.
