HSN 5407 42 30 (Nylon taffeta) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI. The PSIC must certify the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that the azo-dye testing exemption extends to any country with broadly comparable textile standards. The exemption is a closed, country-specific list; even a single origin country outside the nine named jurisdictions must present a full PSIC from an accredited exporting-country laboratory. A consignment arriving without the requisite certificate from a non-exempt origin will be detained at the port of entry pending documentary compliance.
