HSN 5407 42 20 (Nylon georgette) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption extends to countries not explicitly listed, or that a certificate of conformity from a non-accredited laboratory satisfies the PSIC requirement. Only accredited laboratories of the exporting country, the Textile Committee, or CSRTI are recognised testing authorities; a test report from an unrecognised body does not discharge the General Note 10 obligation and will result in detention of the consignment pending a compliant certificate.
