The most frequent error on this tariff line is assuming that the azo-dye exemption for listed countries dispenses with the PSIC obligation entirely. The exemption covers azo-dye testing only; the PSIC requirement for other prohibited hazardous dyes remains in force regardless of origin. Consignments arriving without a compliant PSIC or valid TC/CSRTI test report face detention and ground rent accumulation pending remediation, which is not rectifiable at the port of import.
