Unbleached or bleached woven fabrics of synthetic filament yarn
HSN 5407 41 29 (Other unbleached or bleached woven fabrics of synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, except for imports originating from specified exempt countries.

The country-of-origin exemption from azo-dye testing is frequently misapplied: the exemption covers only the nine listed countries and does not extend to goods transshipped through those countries if the origin is elsewhere. Importers sourcing through intermediary traders in exempt jurisdictions must verify that the declared country of origin matches the manufacturing location; a mismatch discovered at the port of import results in detention and potential confiscation of the consignment.
