HSN 5407 41 24 (Nylon sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates Pre-Shipment Inspection Certificate (PSIC) compliance covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) Policy. Imports from countries outside the exempt list require testing by an accredited laboratory of the exporting country.

The most common error on this tariff line is assuming the azo-dye exemption extends to all developed-country origins. The exemption is limited to the nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom — and no other origin qualifies by analogy or treaty. Importers sourcing from China, Bangladesh, Vietnam, or any other non-listed country must secure an accredited-laboratory PSIC before the vessel departs; retrospective testing at the Indian port does not substitute for a pre-shipment certificate.
