The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to re-exports or transshipments routed through an exempt country. The exemption applies only to direct imports originating in EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom; goods manufactured elsewhere and transshipped through those countries remain subject to the PSIC requirement, and a missing certificate at the bill-of-entry stage results in detention.
