HSN 5407 41 21 (Nylon brasso) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempted country list must provide a test report from an accredited laboratory of the exporting country or a valid Textile Committee report.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration to DGFT
- 1Determine the country of origin of the consignment before filing the bill of entry. If the origin is not among the exempted countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom), obtain a Pre-Shipment Inspection Certificate or valid test report from an accredited laboratory of the exporting country confirming the absence of prohibited azo dyes.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the Pre-Shipment Inspection Certificate or test report in e-Sanchit at the bill of entry stage before seeking out-of-charge. Consignments from exempted origins should retain documentary evidence of origin to support the azo-dye testing exemption claim at customs assessment.DGFT Public Notice 14/2023 dated 14-06-2023 · General Note 10 of the ITC (HS) Import Policy
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally — it is strictly confined to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Consignments from any other origin arriving without a valid Pre-Shipment Inspection Certificate or accredited-laboratory test report are liable to detention at the port of import pending documentary compliance, and demurrage accrues from the date of arrival.
