Unbleached or bleached woven fabrics of synthetic filament yarn
HSN 5407 41 19 (woven fabrics of synthetic filament yarn, unbleached or bleached) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the exempted list require testing by an accredited laboratory of the exporting country per DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate or valid test report from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the origin of the consignment before filing the bill of entry. If the exporting country is not on the azo-dye exemption list, the PSIC must be uploaded in e-Sanchit prior to customs out-of-charge; consignments without a valid test report from a non-exempt origin are liable to detention.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies universally because certain major trading partners are listed. The exemption is strictly confined to EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; fabric sourced from any other country — including prominent textile exporters outside this list — requires a PSIC, and a missing certificate at the bill of entry will result in consignment detention and accumulating demurrage until a compliant test report is produced.
