HSN 5407 41 14 (Nylon sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempted-country list require laboratory testing from an accredited facility in the exporting country.

The single most common error on this tariff line is assuming the azo-dye testing exemption is universal. The exemption applies strictly to imports originating in the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require a valid accredited-laboratory test report presented at the bill of entry. Presenting a test report from a non-accredited or domestic laboratory does not satisfy the PSIC requirement, and the consignment will be detained.
