The most frequent error on this tariff line is assuming the azo-dye exemption applies universally because the fabric originates in a broadly compliant market. The exemption is limited to the nine named countries and does not extend to transit or transshipment through an exempt country: the country of origin, not the country of export, determines eligibility. A consignment from any non-listed origin arriving without a PSIC is liable to detention and ground rent at the port of import pending production of conforming test documentation.
