The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the supplier is headquartered in an exempt country. The exemption turns on the country of origin as declared on the bill of entry, not the nationality of the exporting trader. A consignment originating in a non-exempt country but traded through an exempt-country intermediary remains subject to the full PSIC requirement, and a missing or country-mismatched certificate results in detention pending compliant documentation.
