The single most common error on this tariff line is assuming that the azo-dye testing exemption applies to all aspects of the PSIC requirement. The exemption covers only the azo-dye test; a PSIC certifying the absence of all other prohibited hazardous dyes remains mandatory even for consignments from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Presenting an incomplete PSIC — or none at all — results in detention at the port and potential ground rent liability pending re-inspection or re-export.
