Woven fabrics of synthetic filament yarn, Note 9 Section XI
HSN 5407 30 90 (woven fabrics of synthetic filament yarn specified in Note 9 to Section XI) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, is mandatory to certify the absence of prohibited hazardous azo dyes.

The single most common error on this tariff line is assuming that the azo-dye testing exemption applies to all aspects of the PSIC requirement. The exemption covers only the azo-dye test; a PSIC certifying the absence of all other prohibited hazardous dyes remains mandatory even for consignments from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Presenting an incomplete PSIC — or none at all — results in detention at the port and potential ground rent liability pending re-inspection or re-export.
